Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person for virtually every non-domestic premises, and for the common parts of any building containing two or more homes, must make a suitable and sufficient fire risk assessment and keep it under review.

Since 1 October 2023 the full assessment must be recorded in writing, whatever the size of the organisation. For blocks of flats, the Fire Safety Act 2021 clarified that the building's structure, external walls and flat entrance doors are within scope.

Most assessors hand you a list of problems and leave you to find contractors. We're a fire protection company, so the actions in your report can be priced and completed by our own teams, and signed off in the same place.

A fixed price before we visit

You get a fixed fire risk assessment quote before we visit, so there are no surprises on the day. Four things set the price:

Size and layout. Floor area, number of floors and how complex the escape routes are.

How it's used. Sleeping risk, in flats, care homes and hotels, needs more detail than an office.

Existing information. Previous assessments, drawings and maintenance records save time on site.

Type of assessment. For blocks of flats, intrusive assessments cost more than non-intrusive ones.

What people ask us

Yes, for virtually all non-domestic premises and for the common parts of buildings containing two or more homes. Under the Regulatory Reform (Fire Safety) Order 2005 the responsible person must make a suitable and sufficient assessment and keep it under review, and since 1 October 2023 it must be recorded in full, whatever the size of the organisation.

The law says the person must be competent: enough training, experience and knowledge for the building in question. For anything beyond a simple, low-risk premises, that means a professional fire risk assessor. VOCA's assessments are carried out by competent, experienced assessors, and every assessment is certified.

Regularly, and whenever there is a significant change: to the building, its layout, its use, the number or type of people in it, or after a fire or near miss. Many responsible persons review every year. Every VOCA report carries a review date.

They are the conventional types used for blocks of flats, particularly purpose-built blocks, rather than a legal classification. Type 1 is non-intrusive and covers the common parts only. Type 2 is intrusive in the common parts. Type 3 is non-intrusive but includes a sample of flats. Type 4 is intrusive and includes flats. PAS 79-1 is the published method for carrying out and recording a fire risk assessment of premises other than housing. Its housing counterpart, PAS 79-2, was withdrawn and replaced in 2025 by BS 9792, the British Standard for fire risk assessment of housing. An assessment written to the right standard is structured, consistent and easier to act on.

A fire risk assessment is the assessment the responsible person is legally required to carry out, record and keep under review: it identifies the hazards, who is at risk and what to do. A fire safety audit checks whether the measures and management you already have are working and compliant. An audit doesn't replace the assessment.

It depends on the size and use of the building, so we give a fixed price before we visit and you know the cost up front. A small, simple premises costs less than a block of flats or a care home with sleeping risk.

You get the report with a prioritised action plan and a review date. If you want VOCA to carry out the actions, the quote comes with the report and our own engineers do the work, then your evidence file is updated.
